      New Delhi - India’s Ministry of Road Transport and Highways has proposed new vehicle standards covering agricultural tractors, troop carriers and trailer caravans. The draft rules aim to improve safety, comfort, approval procedures and registration clarity for specialised vehicles.

      Under the proposal, new testing standards will be introduced for air-conditioning and heating systems fitted in cabin-equipped agricultural and forestry tractors. The move is expected to benefit farmers and operators working in extreme weather conditions by ensuring better cabin comfort and system performance. These standards will apply only to tractors fitted with cabins and AC systems, while hybrid electric and fully electric tractors are excluded.

      The ministry has also proposed dedicated type approval norms for troop carriers used by defence and police forces. These vehicles are commonly built on bus or truck chassis and later modified to meet operational requirements. Such modifications often create challenges during registration. The proposed norms are intended to provide clear approval guidelines for original equipment manufacturers and body builders, making registration smoother for vehicles used in law enforcement, internal security and defence duties.

      In addition, the draft rules include type approval standards for trailer caravans, supporting India’s growing caravan tourism segment. Trailer caravans offer flexible travel, leisure and accommodation options, especially in areas with limited hotel infrastructure. By creating a clearer approval framework, the government aims to encourage safer and wider adoption of caravans across the country.
