Hanoi, Vietnam – VinFast Auto Ltd., an electric vehicle manufacturer, and Exposure SARL have signed a Memorandum of Understanding to explore supplying electric vehicles for green taxi services in Kinshasa, Democratic Republic of the Congo. The deal is a notable step in VinFast’s international growth plans and supports Kinshasa’s push toward cleaner urban mobility.
As part of the MoU, both sides will work together on a roadmap to deliver an initial batch of VinFast EVs for Exposure’s planned electric taxi operations. The first phase is expected to feature the commercially focused Limo Green and Herio Green models, serving as a starting point for an all-electric taxi fleet and helping encourage zero-emission travel habits in the city.
Exposure also indicated its interest in becoming a VinFast distributor in the Congolese market. The two companies will evaluate a locally tailored business strategy and continue collaborating in good faith, with the aim of building a broader long-term partnership.
This agreement follows the strategic cooperation framework signed in 2025 between Vingroup and the City of Kinshasa, which focused on studying and promoting the rollout of VinFast electric mobility solutions, such as buses, cars, and scooters to meet local transport needs.
Separately, Kinshasa’s authorities and Vingroup previously agreed to examine a large riverside urban development project spanning about 6,300 hectares. The proposed plan includes residential areas, healthcare and education facilities, retail zones, hotels, and entertainment spaces, and is expected to become a major landmark for the city’s future growth.
These partnerships support the Democratic Republic of the Congo’s long-term goals for sustainable city growth and a greener transition, especially in fast-expanding hubs like Kinshasa, where the need for clean, smart, and efficient mobility is increasing. By tapping into the country’s renewable energy potential and focus on low-emission development, the initiative strengthens Kinshasa’s drive to build a connected green infrastructure and electric mobility ecosystem.
Ms. Duong Thi Thu Trang, VinFast’s Deputy CEO of Global Sales, said “The collaboration with Exposure SARL highlights VinFast’s belief in Africa’s green mobility opportunity and reinforces its commitment to offering modern, affordable electric solutions tailored to each market. She added that VinFast’s EV portfolio, proven in multiple countries, combined with Exposure’s local know-how, can help speed up Congo’s shift to cleaner transportation.”
Mr. Fely Samuna Lukwaka, CEO of Exposure SARL, said “The company is excited to work with VinFast toward a low-emission mobility future for the DRC, particularly in Kinshasa. He noted that the country’s population of over 120 million and its strategic position bordering nine nations create access to a wider regional market of more than 200 million people—giving the DRC strong potential to become a central gateway for electric vehicle growth in Central Africa. He expressed confidence in VinFast’s technology and ecosystem and said the partnership could lay the foundation for broader EV market development across the DRC and the region.”
VinFast is a dedicated electric vehicle manufacturer under Vingroup, Vietnam’s largest private conglomerate, aiming to drive the global shift toward smart electric mobility. In recent years, the company has expanded into emerging markets including India, the Philippines, Indonesia, and the Middle East, while continuing to deepen its presence in Europe and North America. Its strategic initiatives in 2025 are expected to create strong momentum and support further growth in 2026.
