3The Cluster Scheme is where the DIMTS (Delhi Integrated Multi-Modal Transit System (DIMTS) Ltd) identifies certain transport clusters or services which need improved connectivity and where potential private operators could provide this link by using existing vehicles, to create a connection between transport services. The selection process of the private operator is performed by a tender system executed by DIMTS as per its guidelines. The service provider gets paid against the service rendered which is based on an indexed cost system – this is based on a fixed component attributable to the cost of the bus, a variable component for operating cost such as fuel and maintenance costs and a wage component.
